What is the most effective way to transfer all of the information from my current computer (running on Windows XP) to a new computer (running on Windows 7)? I want to move everything but the OS. Although, it would be best if I backed up the OS, as well; because I'd like to make an XP partition on the new CPU.

I'd sat that the easiest way is to have both computers in a local network, then you can access one's harddrive from the other and copy the files across. It isn't necessarily the fastest way, but it probably is the easiest.
To share the folder(s) you want, on your old PC go to Explorer, right click the folder/harddrive you want, then go to Properties » Sharing to share it. Then, on your new PC, create a new shortcut and in the shortut tab enter "\\old-pc-name\path-to-folder". Adjust as needed. It probably is easiest if you share the root folders.

Thanks, HK. That was the path I was leaning towards. I can use the Windows migration tool for the stuff that's usually difficult to transfer and I have CDs for most everything else. I will have to find a download for MS Office 2007 Standard, but once I do, I have the CD key from my original purchase.
Now, a question about Steam: Where do the savegames go? I cannot find where my ETW or S2TW (or X-Com: TFTD, for that matter) saves are located. I would like to move them to the new computer, as well. I don't want to have to start my campaigns over. It takes me too long, as it is.

They should be in: ...\AppData\Roaming\The Creative Assembly\Shogun2
Just type appdata in search bar then continue from there.

I may be looking in the wrong place, because I assumed you meant on my computer. However, I found none of that. The only AppData folders I have are for Stardock. I found a SteamAppData config file, but I cannot find any savegames.

I managed to track them down. The savegames are under the Creative Assembly folder under Users Application Data; so the Users AppData folder is hidden when you are doing a search.
