How about some kind of pirate? An actual unit, not a ship. They could be trainned in the Pirate lairs? That would be good.

A Korean turtle ship would be awesome but I dont know how it would fit in. What about european mercenaries?

While European mercs may make an interesting addition I think they are already covered by the European Cannon, Imported Matchlocks, and Naban tradeships. To make really Merc they'd need to cost a lot more and probably would need slightly better stats. These merc should have an actual european look to them as well.
I don't know if the Ninja units are invisible on the campaign map or not but I think there should be some units that could travel the map unseen and unrestricted by military access isues. Think something like agents that can actually fight. These unit would be small and may not stand up to full stacks but they should be able to sneak behind the lines and shake things up more than a single agent can do.

Okay, how about making Ahigaru a bit weaker, and Samurai slightly better. Then you can introduce some kind of "Untrainned Samurai". Then Ashigaru can be more like peasents and proper Militia, and Untrainned Samurai can be the basis of an army.
